Gina, How are Laws 84 and 82 implemented and enforced? Does NYC have a team of professionals collecting data and completing the benchmarking studies or does the building owner submit some type of documentation?

For NYC, clearly 2020 is an unusual year (perhaps continuing into 2021). Commercial buildings have lower occupancy and therefore energy use, and owners have economic challenges that may make investments in energy efficiency less likely. How is NYC dealing with this with respect to benchmarking, labelling, enforcement of new codes, fines etc?
